Contact the seller and politely explain the problem.
Allow until Monday for the seller to respond. Not everyone works weekends.
Do not accept a replacement. The same problem could happen. You want a cash refund.
You can then turn around and reorder from the merchant if you want to. Seriously, this is simpler and cleaner.
How much time has passed? Even allowing for the holiday season it takes:
10-15 days for delivery from Europe
15-20 days for delivery from USA and Canada.
20-30 days for delivery from Asia.
On the last of those days you contact the seller. You have up to 45 days from purchase to file an Item Not Recieved Dispute. Mark Day 42 on your calendar and if you don't have the item or a refund by then, open a Dispute.
Do not close a Dispute on promises. Money or item only.
The seller has to prove delivery, otherwise Paypal will refund you and go after the seller for repayment.
