You are not required to agree. The seller sets the method and fee for shipping. The customer can agree or not bid.

What you describe could be a set up for a scam, especially if the buyer wants cheap Surface shipping to overseas.

A polite reply that your shipping service is fixed is all that is required.

The cheapest "regular post" is Letter /Light Packet. This is only good for items less than 500 grams and 2cm thick. Only use it for cheap items, but it is Air Mail and relatively fast.

Small Packet Air is relatively fast, relatively cheap (compared to Delivery Confirmed) and as mentioned above INSURED up to $100.

Your contract with your buyer is that you will get the item to him securely and promptly.

You then sub-contracted delivery to Canada Post.

Canada Post let you down.

So you should have promptly refunded your buyer, since you broke the contract and gone to Canada Post for reimbursement, since they broke their contract with you.

If you shipped by Light Packet International, which is cheap and fast (Air Mail), you are done. There is no insurance available o this service.

If you shipped by Small Packet, Canada Post automatically included up to $100 insurance against loss or damage in transit. You should pay the customer and phone CP with your claim.

There are third party insurers and of course, self-insurance available if you need more than Canada Post includes automatically.

Not only is insurance completely unnecessary for buyers, but sellers are not allowed to add an extra fee for insurance To their listings.

PS .. should not be offering surface to overseas locations. Guaranteed to result in claims as buyers must file within 45 days.

Hi .. There is no such thing as at the buyer's risk. Sellers are responsible for getting the item to the buyer. Insurance is for your protection , not buyers.

Loss in mail , you would refund and file an insurance claim. Buyers are protected by Ebay . Can file a claim and PayPal will refund if you do not.

If you want PP Seller Protection against item not received claims, must ship with delivery confirmation and signature if over $250. US.

Doing right by your buyer should avoid negative issues.
