Huh, my in young (ahem) career as a *cough* budding seller, I have witnessed, twice, Ebay giving me notice of cancelling winning auctions due to *as above*. The first one was a stinky one, pretending payment was made to my paypal account and attempted to directed the shipping address so, ah (what), Algeria.. All were spoof emails
The second one was a "immediate" purchase but no payment was applied. That is the case with this option,, right? payment is mandatory. I got the email for the supposedly, authorized ebayer stating someone hacked into her account and made 11 attempts to buy/win auction goods.
Is this a common occurrence or just plain old weirdness?

Buy-It-Now (BIN) immediate payment only happens if you have set up your listing to require immediate payment.
