way of knowing that is true). I am out almost $300 and ebay and PayPal have refused to assist me. I intend to sue in small claims court but would like to know where to post a complaint?

Unless the seller can show Confirmation of Delivery he will lose an Item Not Received dispute. 

This is why sellers are told that for PickUp items, they should require cash payment. This also allows the buyer to examine the item before paying. 

If a seller left a $300 item on a doorstep, he needs someone to hold a Power of Attorney for him. Dumb dumb dumb move.
