I made an order and paid for it, after I paid I received an email from the company telling me they will needed my phone number for customs. On the same email was told about ups broker fees and other charges that I didn't know about. Those charges have made the overall price ridiculous and for that reason I want to cancel. I called the company and customers service said they would pass it on to packaging and try to stop it. I have been trying to contact paypal but there is no place to send an email, I can't use the phone I have severe hearing loss.
This is a simple situation where they could return my money but I cant talk to any one.
Any advice or help would be much appreciated

Sounds like you are dealing with a company of some size,if they have a shipping department which is separate (maybe by a few feet maybe by miles) from the customer service department.
The UPS fees are separate from the shipping price you paid, There may have been an indication that the company normally uses UPS (or another courier) on the listing. It is very important to read the entire listing including the Shipping and Handling BEFORE BIDDING.
Many US sellers use UPS for domestic sales, because they pickup, insure and track at a price very competitive with the USPS rates.
UPS does not inform their US customers about their huge customs brokerage fees for exports.
EBay protects sellers from some of these problems by encouraging sellers to add this boilerplate to their listings.
Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility.
Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying.
Any mention of such add on fees in feedback can lead to the feedback being removed.
At this point, it sounds as if the company is cooperating as much as they can. They are trying to stop the package before it is sent, and may be able to recall it (something USPS is unable to do).
You can refuse the parcel if it does get to you. When it is returned to the seller, he may have to pay UPS a fee.
Keep in mind that you are not innocent in all this. You did not determine the true cost of shipping before bidding.
Many sellers would reduce the refund by the cost of shipping,including the cost of the return. This is not money the seller is keeping, it is money they are out, due to your late realization of the problems.
When buying outside Canada, it is always a good idea to ask about the cost and method of shipping to your location. And "around $5" is not a firm quote. "$6.73 by Air Mail " is a quote.
PS .. could ask if seller would make an exception and ship via US mail.
It really is your mistake but as a new member , understandable. Seller is in no way at fault as listing was very clear. Ships by UPS standard , customs charges stated clearly as buyer's responsibility. Only seller can cancel and refund but are not obliged to do so.
Things to know.. Any item imported into Canada valued at over $20. is subject to applicable duty and normal taxes for your province.(your responsibility)
By mail , Canada Post charges a $9.95 fee for collecting those charges.
Couriers UPS/FEDEX charge expensive brokerage and should be avoided. In your case a $20 difference. ( UPS approx $30. minus Canada Post $9.95)
