You don't see the money in your bank account.
Buyers can't cancel, only sellers can do that, however it takes only seconds and the refund should be immediate. We'll presume the seller did cancel and is out the Paypal fees he pays to receive your payment even for only a few minutes.
The "bank account" may be the problem here.
Should we assume you paid with your Paypal account, which you back with your bank account?
If you use a PP balance or a credit card, the exchange is instant.
BUT
With a bank account what you are doing is writing an "echeck" which must clear the banking system before it is credited to your PP account.
This can take a few days.
Then it would go to your PP account, and you would be able to deposit it in your bank, again with a transfer period of a few days.

No, PP doesn't have it. Neither does your bank. It's all a bit "woo" at this point.

It is better to put a purchase you are not sure about on to your Watch List for consideration so you understand what you are or are not buying rather than have this annoyance in future.
