I bought an item and cannot pay for it as the seller has not invoiced it properly shipping is free.

On the invoice at the top, it says I must change my address or ask the seller for an exception - I presume because it does not have a shipping amount on the invoice since shipping is free. I have contacted the seller a number of times to ask him to amend his invoice, but he does not respond and now he has relisted the item. I have never had such a hassle in all my years of buying on Ebay. I find that some of the changes Ebay have made are not at all helpful and certainly not conducive to business. Please advise.

Sounds as if your seller did not give a shipping cost for Canada, because he did not want to ship to Canada.

And now, because he did not actually block international buyers, he has you.

 

It's unlikely that you will get him to respond, even if you report him as an Non-Performing Seller.

You are not out any money: he is, since he still has to pay fees on the sale.

You can leave appropriate feedback. The most effective feedback is calm and factual. 'No response to requests for invoice after X days.' might cover it.

You can leave Detailed Seller Ratings. The normal Rating is Five Stars. The lowest Rating is ONE Star . (No stars is a free pass). When a seller's ratings drop below 4.3 his ability to list and sell on eBay is severely restricted.

While you can move on to a more Canada-friendly seller.

 

In future, if you don't see a shipping cost TO CANADA on the shipping and handling tab, contact the seller and ask, BEFORE BIDDING.
