I bought an item more than 45 days ago, apparently I can't submit a complaint I have already payed for my item and I didn't received it. What can I do? I contacted the seller 3 times and got no answers. Neither ebay or paypal gives me solutions. As it was an international buy I thought it could take a wile but it's been almost 3 months!
Paypal (and eBay) have a deadline of 45 days on complaints. So no joy there.
However, if you attached your credit card to your Paypal account, and paid from there, you can phone the customer service number on the back of the card and ask about a chargeback.
Have all your transaction numbers, dates, and values handy for the customer service clerk.
Some sketchey overseas sellers will try to persuade you that it takes a long time for items to arrive from their country. Not so. Thirty days is usually plenty.
If an item has not arrived after 30 days, ask the seller ONCE for the date and method of shipping and (this is the implied threat) for the Delivery Confirmation number. Now the seller may not have used a DC service and that's fine, it protects him not you, but it puts him on notice that you are not to be messed about.
If nothing has arrived by Day 43 (early because of time zones) start a PP dispute for non-delivery.
