I purchased item and it was a computer download on line that involved no shipping or import fees, yet I was charged 12.28 US shipping and 17.60 US import fees. I contacted him, and he received neither. So... who is pocketing these fraudulently claimed funds, and when should I expect my refund?

Next time ask the seller to remove themselves from the GLOBAL SHIPPING PROGRAM before you buy if they are shipping directly to you. Some USA listings will automatically get GSP added by eBay.com to the listing if the seller does not specific a shipping method for outside the USA. Keep it short.
Give them the eBay item number, date of purchase, amount(s) paid.
Tell them the seller shipped directly to and you already have the purchase.
Ask for the GSP portion to be refunded since it was never used.

Did you buy this data from the composer himself? Digital downloads have very specific rules.
Also, the seller set the listing up incorrectly and used the Global Shipping Program to promise digital delivery. You'll need to call ebay to get your postage costs refunded but I'm not certain that online-delivered merchandise is ineligible for duty/sales tax. You'd need to discuss that with a Customs agent. Or someone with direct knowledge of the Customs rules which is not me.
