If you are the seller, once the buyer has paid then you are required to ship within 7 days.
However, as a new seller, and one in a high fraud category at that, Paypal will not release the payment for 21 days.
Nothing personal, and the money is safely in escrow waiting for your customer to report his satisfaction.
If you are the buyer, it is possible that you sent the payment to an incorrect email address. Contact the seller and ask if he has seen the payment and let him know where you sent it. PP occasionally glitches and sends payments to old email addresses. This is fixable.
