There is no Paypal fee if you are using it to purchase items. If you are selling, that is a different story. If you are using Paypal to get money, there are fees involved.
The extra $1 could be the exchange rate difference. Was the currency you purchased in different than your local currency? If so, Paypal converts the two amounts at a given exchange rate.
About the $10 charge you said you paid when you registered, I would check up on that. If you do not remember purchasing anything at all for that amount, I would call Paypal and have them investigate.
