i havnt received my refund, due to item purchased could not be sent to my country due to weight

i bought a bouncy castle on dec 26 and i paid for it...was suppose to arrive to my location in canada by jan 14th 2013..i received a message by seller stating they want to close case, when i didnt recieve my refund yet...how and when do i expect it to arrive

What is the weight issue? Are you saying the seller did not ship? If seller didn't ship than must refund or PayPal will, if you escalated dispute to a claim. Do not close.
