my offer did not go through Ebay is charging me

I put in a second chance offer as it has been 4 days since I put in the complaint-I cannot believe this happens from someone with a good standing- if I do not get an offer and want to rlist how can I stop the same person from bidding and messing up my profit again? and does Ebay stop the buyer that refused to pay or respond?

Unpaid buyer cannot leave feedback and if left prematurely , can ask ebay to remove..
