Your seller got that address when he sent you his invoice. Is he trying to move the transaction off eBay to save on his fees? Do you want to deal with someone who will cheat like that?
If you are getting a refund, it is sometimes faster to give the refunder your PP address, even though he already has it, than for him to search dozens if not thousands of transactions to find it. This is usually not a problem.
