had an item get lost in the mail, seller said he would refund my money. seller sent me an email saying they sent the payment but it dosent show in my bank, its been about three weeks now.

Some sellers are experts at stringing along unwary buyers until the deadline for opening a dispute has expired. Don't be one of them, open the dispute by day 43 at the latest if you haven't received the item or the refund.

Hello 'bell',

I'm always suspicious of these sellers who assure people the refund has been issued.  Did you get a notice in your regular email from 'service @ paypal. intl' telling you that "Your payment has been refunded"?  If not, then you have not been refunded.

The instant a seller uses the refund link that notice of refund gets sent to your regular email.  If you paid with an echeque or paypal balance, the money goes back to your paypal account right away.  You can quickly and easily check that.  If you used a credit card, the money goes back on to you card but it could take a few days to show up.  Call the customer service number on your card to hear recent transactions.

Too often a seller will just tell you stories.  Some countries are worse than others for that, and if you have not truly been refunded, I've a good idea where in the world your seller is.  Once you know you are being fed a line, stop communicating with that seller.  Sellers don't even need to tell you they've refunded because you will get that notice in your email.

So if you have no money and no item, and it is within 45 days from when you paid, open your claim.  Do not ever close a claim until you have either your money or your item.  A closed claim can never be reopened.

And you have 60 days to leave feedback.  The more civil you can be in merely stating the facts, the more likely you will be believed by other buyers.

If you funded the transaction by Credit Card the money goes back onto your Credit Card but if you funded the transaction by Bank Account the money goes into your PayPal account and you have to manually transfer it to your bank account or you can leave it in paypal to use towards future purchases.

 

Log into paypal and see if the money is there.

 

If the money isn’t in paypal don’t waste your time communicating with the seller anymore open an

 

“Item Not Received Dispute”

 

And escalate the dispute to a claim as soon as the system will allow.
