top rated seller - to be or not to be Canadian sellers only

I have just recently been given the top rated seller status, and although I did not ask for it, only inquired, it showed up one day.  While I do understand that there are benefits (discount on FVF's, etc.), I am wondering if any Canadian sellers can advise me regarding possible tax implications.  eBay was lax to discuss with me regarding the Supreme Court of Canada's decision to provide Revenue Canada with a list of Power Sellers (as they were then known).  95% of my items are consignment and if I were to have to charge HST/GST and register as a business, I think RC would be owing me $$, due to all the write-offs a small business can have, and yes, I have to keep a detailed accounting of my sales for my client.    Any info would be greatly appreciated whether I should keep this status or not.  Thanks eBay community!
