Where is the Advanced Listing Tools?

Hi Guys, I can seem to find the advanced listing tools, I need help. Normally it should be somewhere on the top right-hand side, right next to the feedback link.

The announcement was the only other link I could find but it does not seem to have a direct link to get you to the tool. Only an explanation of its features. Once you have the tool I believe it is set up so that you are unable to return, but not positive.
