Hi. I have to change my language options but don't know how !!!!! :-D

I live in Quebec City Canada (-31 C with wind factor) and I've been told that it seems that I'm registered in France so that would be why I have messages like due to legal restrictions... 

I have to change my language options but don't know how. Some nice person kindly wrote me to go in my browser, choose tools, options and languages BUT I'm NOT a  skillful computer user (you could say moron) so even with that explanation, I just still can't fix my problem.

Could anyone be patient enough to help me out again here, pretty please ( and try not 2 laugh 2 much :-D)

I don't use Chrome but did find this page to add or remove languages..

I have not read a suggested solution other than trying a different browser or removing FR french from languages.

What browser are you using. IE, Crome, Firefox etc
