The seller must ship to an address given to him by Paypal to retain his Seller Protection.

While a PP account can have a dozen 'gift' addresses, they must all be in the same country as the registration of the PP account.

If the seller does not want to ship to Israel, or for that matter Canada, Mauritius or Australia, he does not have to, and he can Report the bidder as an Unwanted Buyer and be freed from the transaction.

If you want to bid on an item that is not available to your country, BEFORE BIDDING, contact the seller and get an exact shipping quote,

If he declines, do not bid. You are just wasting your time and his.

Have it sent to your address and then resend it to wherever you want.

A seller only has to send it to the buyers address that is on file

with paypal.
