IF send the item just regular letter mail without tracking number to prove it is delivered, how can ebay judge the time of it is delivered and will hold my fund how many days ? thanks.
I send a lot of my shipments without tracking and have had no difficulty so far.
If a customer decided to file an Item Not Received Claim, I refund.
The savings between tracked and untracked shipping is greater than the occasional refund.
BUT
I sell postage stamps (and books and sewing patterns). My customers are fanatically honest.
I would be much more wary if I sold coins, horse tack, electronics, reborn babies, or designer purses.
Look at your customer base.
As a new seller, your customer payments will be Held against customer satisfaction for up to 30 days.
Until you've been selling for 90 days and sold 25 items your payments will be held until tracking shows delivered, or in 30 days if there's no tracking. They can hold the payment for the full 30 days if you're selling in a high risk category.

The guy who buys that 1986 $2.00 will expect to get all seven of the bills pictured, will Claim Not As Described , and you will be refunding .
Nothing in your description is enforceable.
And your customer may not even see the description on his phone.
You may or may not get the bill back, it would depend on whether you are willing to send the complainant a Tracked return shipping label.
No label, no return.
But you will still be refunding.
If the Buyer does not receive the item, you will never get your money if they file an INR.
