I think it's more than that.
Ebay Canada's server is down.
I just spent near 30 minutes working on a template that was saving at regular intervals only to give me the processing loop sign (or the "I'm thinking. I'm thinking. Wait a minute"). Nothing happened so I closed the page and went back only to find nothing saved.
I switched from Microsoft Edge to Firefox and tried again. This time I was refused entry to templates and was given the eBay "servers are down" sign.
