Fake Ebay Accounts?

Recently I received a email from Ebay that my account was now active and I could now start purchasing items. Unfortunately I hadn't set up an Ebay account with that email. Someone had created an account using my email address and was trying to convince sellers to sell them items privately. My question is this. How was it done?

There is no Ebay email confirmation in the email folders or trash and no out of town IP address for the last 5 days.

The emails I received were from Ebay. They were not spoofed. The problem is: Doesn't Ebay require email verification before it sets up new accounts? There is no verification email in my email and no out town IP logging into the account.

Someone had created an account using my email address

Basically your email address was found somewhere you had posted it, or even just accidentally found along with the correct password.

It would be a good idea to change your passwords not only on this email but on everything you use it with.
