Hi ..Did you contact the seller. Really, 3 weeks is not out of the way for first class from US and too early to leave feedback.

Seller should be contacted and after 30 days a refund requested. No refund , file an item not received dispute. Seller refunds a negative is not warranted.

Feedback can only be revised at seller's request. Contact and express regret , that you will accept a revision if requested by eBay..

If you ask the seller to send you a feedback revision request,it has to be done within 30 days of the time the feedback is left.

Hello 'aubertin',

You have 45 days from the time you paid in which to file an "Item Not Received" claim.  That means you could easily wait 43 days before doing it.  At least wait for 30 days (about 4 weeks) because sometimes international mail shipments get held up.

And of course, contact the seller first.  In my view, one should always contact the seller before leaving a negative.  Slow mail is never a seller's fault.  I've often waited over 5 weeks for a book or dvd from the US.

There are rare times when a seller does not send the item and will endeavour to delay you past day 45 with lies and promises about a replacement or a refund.  But that's easy to get around, - simply don't allow yourself to be delayed, and file a claim on day 43 if you need to.

For today, I would think a sincere apology to the seller for your brash impudence, along with an offer for a feedback revision would do both of you a lot of good.

Best of luck. 🙂
