You can't do it because you are wrong.
The organization gives away the book.
The person who receives the book owns the book.
The person who owns the book can do as he wishes with it.
Once it is given away, it no longer belongs to the originating organization.
You may be confusing this with copyright protections.
The person who received the book as a gift cannot reprint the book and distribute it, because the 'right to copy' remains with the original publisher.
Among other freebies that are legally sold on eBay (and elsewhere) are Happy Meal Toys, promotional tee shirts, autographs, cruise ship menus, (used) invitations to Buckingham Palace, and government publications.
