When I login to eBay, I'm asked for a security key - how do I get a permanent one?

When I login, I'm asked to enter a security key. I'm been using a temporary one to login. And once I'm logged in, there is a notice that asks me to request a permanant one. Where do I go to request this? I've looked in the typical spots (Account Settings, etc.) but can't find it.
