The bidding times are displated as Eastern Standard Time. How can I change it to show Pacific Standard Time?

An eBayer cannot change the displayed time used by an eBay site.
eBay.ca Canada uses Eastern Time with Eastern Daylight Time in the summer and Eastern Standard Time in the winter. ebay.ca offices are in Toronto, Ontario in the Eastern time zone.
eBay.com USA uses Pacific Time with Pacific Daylight Time in the summer and Pacific Standard Time in the winter. ebay.com offices are in San Jose California in the Pacific time zone.
One way around this issue is to have a small clock next to your computer showing the time zone of the eBay site you are bidding on. An alternative is to have a computer clock app showing the time zone on you desktop.

As Poco mentioned, ebay.com is on Pacific time so if the display time is important to you, use that site instead of .ca.

I do know what you mean when you're bidding on something, but I really don't find it a biggy. When bidding, I just add 3 hrs to the time on my "eBay" pad on my desk. Funny though, after having said that, I find that it's NOT exactly 3 hours, it's sooner, so I've learned to add say 2 1/2 hours! Sorry, not much help!

But eBay systems and servers are in Utah, not really much left in San Jose.

Windows 7 has the option to display multiple time-zones on its system clock...
In screen cap below,
Computer is set to GMT, plus Central and Pacific Daylight time-zones are also displayed:
