I'm a little puzzled by your question, but maybe I'm reading it too literally. If you were to receive a shipping refund, what would happen to your item which is still paid for?
Generally, there's little you can do about an order between the time you pay for it and the last estimated date of delivery. Once that date has passed, you can file a claim for a not-received item and receive a full refund. (You have 30 days from the last estimated date of delivery to do this. Given that your item is in the hands of the eBay International Shipping system, I wouldn't be surprised if that date gets adjusted when the item moves out of the hub.
