If a buyer with a Canadian account purchases from a US Seller, and pays via Paypal using a USD credit card linked to Paypal, would there be currency conversion, or currency exchange fee?

This archived thread from the PayPal community boards is woefully ancient, but it may offer some clues:

Just out of curiosity, have you tried making a payment directly to eBay with your US dollar credit card? If so, what happened?

Is the card from a Canadian or an American bank?
EG Royal Bank of Canada VISA or RBCBankVISA?

It has been my understanding that the international fees kick in when the card is not from a US bank.

The currency is less important.

Is the credit card issued by a Canadian or American financial institution?

I have a dim memory of reports that Canadian-issued USD credit cards undergo “double-conversion” when used with PayPal, i.e. US$->CDN$->US$, but this was some years ago, so don’t quote me on that.
