You've ended up on the eBay Canada public discussion boards.  You should try contacting the seller if you haven't already.  As you've purchased a digital item, it's not covered under eBay's purchase protection programs.

I'm in the same position. And I actually found it quite difficult to open an INR claim. Now I just have to wait for my refund.

Just finding where to open a Dispute was confusing. I kept going around in circles. The forms seemed to keep telling me to contact the seller who apparently has not shipped. I thought if we did not ship after 5(?) days our buyers could open a INR dispute. Keep in mind that I rarely buy anything, and that I am a technodolt.
