Invalid Postal Code - Can not ship to address - Buyer can not complete payment

I purchased a tool from a seller in Quebec, Canada on ebay.ca. Ships World Wide. I live in BC, Canada. When I try to check out I get this message "Invalid Postal Code - Can not ship to address -  Buyer can not complete payment - Update your shipping address and try again." I request an invoice and select to send a copy to myself, neither the buyer or seller recieve the invoice request. I can only contact the seller through ebay messages. I phoned ebay, they checked all my settings and said the problem is not at my end and I need to check with the seller. I have asked the seller to contact ebay. Ebay won't contact the seller. I now have an item sitting in the cart for over 3 weeks now, constantly reminding me to pay.   We are both in Canada, how can this be so difficult for ebay to resolve?

Thanks for the tag @femmefan1946! In answer to your question, a seller cannot currently block domestic locations/provinces. However, if the item were listed on a different site (like .com), they could block the country.

@vabcan - I'm sorry that this has been such an incredible headache for you. For what it's worth, I don't see any indication that this is a 'you' problem. Based on the errors you've encountered and the summaries you've mentioned from your talks with CS I'm inclined to believe the seller set the listing up without a specified shipping service, just that they would be willing to ship to Canada.

If the seller can send another invoice, setting a courier and shipping service should sort things out. Alternatively, the seller could consider cancelling the order outright and relisting it with shipping set up properly for you to re-order.

Thanks!

The only way a Canadian seller can Block shipping to Canada is if his listing was not on eBay Canada.

Did you find the item and seller here on dotCA or were you on the parent site dotCOM?

We have to sell on the site where the item was originally listed, but can Block any other destination.

That particular message comes up whenever there is a problem with the shipping calculator. It's quite possible that the seller has to resolve this and it has nothing to do with a postal code.  Is there a shipping cost on the invoice when you look at it? If there isn't a cost, the seller may have not set up their shipping properly.

You said you already purchased the item so does that mean that you either clicked on buy it now and then committed to buy?  If that's the case, the seller should be able to send you an invoice without you requesting one.  If there is not a shipping cost on the invoice or listing, give them your postal code and they can go to the Canada Post website to figure out a shipping cost and then enter the amount on the invoice and send it to you.

If you clicked on buy it now or add to cart but couldn't get any further, than the purchase hasn't gone through yet.  Assuming that there is no shipping cost stated in the cart already, the seller needs to add in the correct shipping cost on the listing itself and you can click on buy it now again and pay.  If you send them your postal code they can figure out the exact cost on the Canada Post website.

If the seller is just ignoring you and the problem is that there is no shipping cost entered, then you might want to move on and purchase from someone else.

Check Canada Post and see if they actually have your postal code.

Just because the postman calls every day, doesn't mean there can't be a glitch in there someplace.

Also check the seller's postal code, on general principles.

Use the wrong postal code- try your city hall for example.

This will slow things down but the carrier who gets the misaddressed item is supposed to reject it and correct the code (or have some designated employees do it).

And run your postal code through Google Maps. Sometimes you get a surprise.

It's stupid and annoying to have these glitches, but better to get the purchase and complain afterwards.
