Issues with the seller

I contacted the seller because I was suppose to receive 10 pcs instead of 2. They offered to reship or partial refund. I agreed with the refund but they said the could only refund 50% which does not make sense since I should get back 80%. I told them that but they said they would only refund if I don't leave a negative feedback which I agreed to. Then they said okay they will give me a refund if that was alright with me and I said yes. This has been going on 5 days  and then they sent me a message if I told them my PayPal account. Shouldn't it be linked to the transaction? It seems like they are trying to prolong this. It is frustrating and I don't know what to do.

Yes. They do already have it, but it would be faster if you just supply the email address yourself rather than making them search.

The warning about PP addresses concerns phony buyers who want to make fake payments for goods. Different scenario.

About feedback. After all this is over, and you have your money, you can add a Response to any feedback, your own or your seller's indefinitely.

The most effective Responses are calm and factual.

"Shortshipped Promised partial refund if no neg FB eBay/PP helped"

The Resolution Centre for eBay is at the bottom of this page.

As you were told the Dispute is Not As Described.

What was the date the short shipment arrived?

You have 30 days from that date to Dispute the purchase with eBay.

BUT

If that deadline has passed go to your Paypal account and open a Dispute there.

The PP Resolution Centre is at the top of your PP account page under Tools.

The dispute is Not As Described.

Skip the suggestion that you Contact the Seller. You already did that.

PP will tell you to return the unwanted purchase to the seller with tracking.

This is expensive, so go to Canada Post and get a Solutions for Small Business account. It's free and you don't have to be a business.

Now buy the return postage through your PP account and there may be a small discount.

When the seller receives the items back, you will be refunded.

If you back your Paypal account with a credit card you can also Dispute the purchase through the card's chargeback program.  Don't start this until you have done the PP dispute though.

Have you opened a case on eBay saying "Item not as described"?

If not do so now, as 2 items instead of 10 is not as described. Ask for refund, not replacement. If they stall, ask eBay to step in.
