Hi everyone,
After open case on Pay Pay about SCAM they review case for 10 days .
Today I received response from Pay Pal asking to provide "Report filed with a law enforcement agency or government organization".
Is that how Pay Pal protection works now on ?
Can someone advise me where to get that file , I need until Jun 14.

The first Dispute should be with eBay, but we only have 30 days from delivery or from last estimated date for delivery. If the OP missed that deadline, he cannot file through eBay. OTOH eBay usually demands that the seller pay return shipping if that is part of the Dispute.
If the buyer misses that deadline, then the buyer can move on to Paypal. On the bright side, the buyer can now open a Dispute for 180 days from Payment. However, PP demands that the buyer pay return shipping if the seller demands it.
And if both of those fail, there is the credit card that backed the PP account.
HOWEVER.
Neither PP nor eBay allows any question of double-dipping.
If you start with the PP dispute, you cannot move on/back to an eBay dispute.
The demand for a police report number is common and has been for some years. The demand is also intermittent and there doesn't seem to be enough information floating around for posters to understand why it is sometimes demanded and sometimes waived.
Print out all the information you can about the Dispute and take it to your local police station.
All they are likely to do is to give you a report number, but that is all that PP wants. This is a commercial dispute and the police are unlikely to want to be involved. You can ask that they forward the info to the police in the seller's area, in case they are building a larger case against the seller.
That means they want your police report case number re the theft or fraud case.
Have you tried filing a claim with ebay rather than with pay pal?
Earlier this year I was scammed by an ebay seller ostensibly located in Québec, filed a claim with ebay, and my cc was credited within a week.
In my case the fraud was fairly clear -- the tracking number the scammer provided was never scanned at any Canada Post location.

I tried to get that File from different Institution , the answer is :
What organization? Do you not have a police service in your area?
You go to the station in person.
What type of case have you started with PayPal? Is it an item it as described or an item not received? If it is not as described, what reason did you give PP for the request? I'm curious because it's not common for them to ask for reports with other agencies.

"We do NOT deal with disputes about goods ordered from genuine sellers which did not arrive or are not what you expected. Indicators of fraud can include. "
The email address of the seller is no longer available, calls do not connect, he postal address is unknown or found to be a PO box. Other people have been defrauded by that same person.
The Item is shipped from Mississauga , cost USD $ 159.00.
Isen't mean that Pay Pal Protection Policy Agreement is just a lie ?
