I bought an item on Nov 9th..and paid the same day..no feedback from the seller left yet..I emailed them and was told they have out feedback set by ebay...what does that mean??

It means they have their settings programmed to automatically leave feedback after it is received. So if you want feedback from them, you leave it first.
Some sellers have it programmed to automatically leave feedback right after you pay. And as you know, some do it on an individual basis, some do it in batches, some after they put it in the mail, and some seem not to do it at all.
Feedback is optional for everyone, - a courtesy, perhaps, - but no one owes anyone feedback. So leave your green circle of praise, and if they reciprocate, fine. If they don't, they don't.
