This isn't customer service, we are other members like yourself so we can't see the transaction.  eBay does have a money back guarantee if you don't receive your item but the claim has to be started within 30 days after the expected delivery date.  If you have been waiting months, it may be too late to open a claim here.  If it is within the 30 days after the expected delivery  go to your purchase history and on the dropdown arrow next to your item, click on contact seller/ haven't received my item and state that you want your money back.

If you paid through Paypal you have 180 days from the date of purchase to open a claim there.  You can sign into the Paypal site and open it there.  If you used a credit card, you may also be able to open a claim with them.  I would try to open on on ebay first but if it is too late, contact either Paypal or your credit card.
