Seller overcharging for shipping, made me pay 15$ for it but send the package with a 1.94$ stamp.

I recently won an auction with  15$ shipping price for a small collectible, I was expecting a Tracking number and all at that price point, but this time I received  as a regular enveloppe with a 1.94$ stamp. I'm feeling ripped off.  Can I ask for a partial refund or do I need to contact ebay directly?

The bottom line price (shipping +purchase+ sales tax)  is what you paid for the card.

How the seller comes to that price is between him and his deity of choice.

He may have reversed the price of the card and the shipping cost as a marketing strategy to make the card seem cheaper, for example.

Which is cheapest? A $10 card plus $15 shipping or a $15 card plus $10 shipping?

Or a $25 card with Free Shipping?

The seller pays his fees on the bottom line (including a fee on the sales taxe which he never touches).
