When a seller uses USPS to send a parcel why is it that the eBay hub transfers the parcels to DHL, gmbh whom add cost on what has already been paid for.

The duty of the seller is to choose a shipper which delivers to the appropriate address promptly and securely.

For the seller, the eIS address is the appropriate one.

After than, responsibility for delivery goes to eIS who choose a shipper to deliver promptly and securely.

Also as cheaply as possible, given the first two criteria.

It seems that is often DHL , but we also see other shippers used for last mile delivery, including Canada Post for rural and isolated destinations.

 

The add-on costs would probably be duty and usually sales taxes.  Couriers may add a service charge (customs brokerage charge) as does Canada Post although CPO charges only $9.95 .

 

EBay once gave sellers this bit of boilerplate to add to their listings to explain the policy.

Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying

Basically, you are paying the import fees on delivery because they were not charged on purchase.

But no matter when import fees are charged, they are paid by the buyer/importer, not the seller or the shipper.
