is it normal that a seller asks for your phone number to cancel a purchase?

I bought an item with not shipping cost display, After I won the the item, the price of shipping was almost 2 times the value of the item. And the seller's wrote me and said that i shouldn't buy the item.

 

I asked him to cancel the transaction, he replied yes, however I got another email from him, asking for my phone number or any number to reach me, and to explain me the procedure to cancel the transaction.

 

Is it normal to do this kind of questions to cancel a purchase?
