US seller will not send invoice with shipping to canada-So I cannot pay-how to proceed?

I found some car parts I need down in the states, but as is not uncommon the seller did not list shipping to Canada. I asked the seller if he was willing to and what the costs would be by USPS. He responded that he would check at the post office the next day. The following day he sent me a message stating  an extra $30.  As the seller seemed willing and had communicated fairly well, I decided to make the plunge and buyitnow the item with the intent of requesting the invoice from the seller so he could fix the shipping for me. I did so and waited a day.

"saw you wanted to oirder item not paid yet if you have problems call my office *** *** ****"

As I could not see any reason to call this ebay member-I simply asked him to send me an invoice an made multiple requests, from the checkout page, from my ebay purchase history, etc. he only responded:

"second time call my office *** *** ***** thank you"

It appears that he wants me to make him some sort of off ebay payment.

I told him that:

I do not make deals or payments off eBay for eBay transactions-In my opinion, that defeats the purpose of purchasing through eBay in the first place.

I made the purchase on the 20th of April and have requested the total at least half a dozen times as yet nothing.

It looks like he is willing to wait the end of the world for me to call him-my question is how do I proceed, I would love to conclude the transaction, as I do need the parts and his price is considerably lower than the competition-But as this is seeming more and more unlikely each passing day what are my options?

In the drop down menu there are options for return this item and I did not receive but neither seems to fit the bill.

If you had a purchaser trying to pay you 750 us would you not be anxious to send the invoice?

Thanks in advance.

So call him.

You can then explain how to invoice you, or ask him to cancel the transaction.

He may have to  cancel your original purchase, refund you, and make a new private listing with the corrected shipping cost.

And be confused about how to do this, or concerned that you will not understand that his first step will be a cancellation.

Sounds to me like two guys who want the same result, but each is determined to get it their way.

I wouldn't be so quick to conclude that the seller wants to receive an off-eBay payment.  These emails may be automatically generated when a buyer doesn't pay and the seller may be so busy that they're unaware that a buyer from Canada has purchased their item.  There's also a chance that you may also be dealing with two different people and one of them isn't fully in the loop on this sale.

You're obviously having problems making payment, so call the seller's office as suggested and see what's going on on their end.  You may just need to tell the seller that you require an updated invoice.
