seller refused to ship and refunded my payment. so how do i report seller to ebay?

i won the auction. paid within 3 days. seller refused to ship and said he sold to another. seller refunded my payment. won't the seller be punished for this? how do i report the bad seller? very difficult also to communicate with him. i left him a negative feedback and now he left me a positive feedback with negative statements. bad ebay experience with seller.

Hi zgab.. Ebay cannot force a seller to complete. You've left a neg and its low dsr stars that impact seller.

What seller cannot do is leave a buyer positive containing a negative comment.

Report it here and ebay will remove..
