Can't Find where to Edit Excluded Ship to Counties

HI - I've spent too may hours trying to resolve this, so hopefully someone can point me in the right direction. (unfortunately my search revealed more issues: Listings quoting more for shipping then is stated in my policy ...erg)

ok- I made an exclusion list early on, mainly copied a seller's that had over 10,000 sales. Greece was on this list.  2 yrs ago a buyer in Greece contacted me, I was able then to allow him to purchase. He has returned for more; now I can't get the restriction off to allow him to purchase though (2 listings) -  I've tried trading to another ship policy that was set up prior to me adding an Exclusion List to a couple policies. Even though on the Listing Form , the shipping Policy pops up and says " No countries Excluded" - on the Posted Listing shipping shows the Exclusion list: Greece missing. I found a place to Edit this list but it never takes me to the list, just goes into a loop , directing me to info on the topic. I even added his name to the Buyer Exemption list - twice -Nope he still can't purchase..( I have NO other names on the exemption list either) .   I unpopulated the box in Buyer's (preferences? ) just forgot the name ,Specifics? - anyway the option to " Not block Restricted Buyers from Purchasing from you " - Still he cannot Purchase... Very frustrating and both listings under C$12.00 , thus too much time now on this little order. Many thanks for any hints. Thank-you - Melanie

It's hiding in account settings at the top of the page where your name is. 

 

Site settings--->Shipping Preferences---->Exclude Shipping Locations.

PS. At times it can take a bit of time to think about loading.

ebay added a bunch of excluded countries for all sellers on ebay.ca and ebay.com back in early April -- these additions are on top of the seller's exclusions and can not be removed by the seller.

Greece is not on my blocked list or the current Canadapost list. Could be a setting somewhere in eBay that is over-riding, causing the conflict. You may have to contact eBay to resolve.

PS. Attached is the most recent Disruption Update from the USPS website for Greece. Not sure if it is reciprocal. Canada displays as no issues. Strangely USA is not on that list.
