Are buyer's Paypal payments protected even if the seller has no reviews?

First time seller.  Rec'd comment from a buyer that their payment is not protected because I have no reviews.  Is this correct?

Hi.. Inform buyer that feedback is not a determining factor in Buyer Protection and ask for specifically what they are seeing that states not eligible.

Your listing shows buyer protection eligible.

However , you sold event tickets and things get murky..

Items purchased on Canada's site are covered by PayPal buyer protection and section 13 of  PP User Agreement does not specifically exclude event tickets

Ebay's Prohibited Items policy references the guidelines for event tickets..

But, if listing meets the guidelines and are delivered hard copy(delivered by carrier) than buyer protection should be ok.

Can call PP toll free to clarify..1-888-221-1161 but first , ask buyer for clarification.

What is clear is that PP does not cover event tickets on sites other than Ebay.
