Paypal fee for Canada buying from us seller

Paypal charged $7.00 more than the exchanged Canada / us rate.
I checked and all I could find was ( if you are in US and buy using PayPal it is free as the buyer). It specified US buyer. That got me looking, nothing was mentioned about a Canadian buyer. Anywhere. If there is a charge for Canada buyers that would explain why Paypal charged that 7$.
Can anyone explain.. or is there another reason for the $7.00

As of 5 November 2020:
If money is converted when buying something, paypal charges 4% extra
If money is converted between paypal balances 3% is used

Most credit cards add a 2.5% fee when converting.

That's true, but that fee is on top of what VISA International or MasterCard International is using as an exchange rate, which may be different than what PayPal is using.
My last US dollar purchase was made last spring, I think, but at that point PayPal's overall exchange rate was way better than what I was getting with my BMO MasterCard and a shade better than what I was getting with my VanCity VISA, which has a 2% exchange fee.
