Seller ask me to close my claim..

Seller didn't refund me as we negotiated. I opened the claim and now he demand to close this claim. He said, he couldn't refund me, because his account was hold by Paypal. He demand to close claim and after that he'll refund me all.

Is his action correct? What I need to do in such situation?

He is trying to SCAM you !

Do not close the claim you will not be able to open another one.

A dispute or a claim ?

If it is a dispute escalate it to a claim as soon as the system will allow.
