Why did a PayPal rep say I wasn't able to use PayPal shipping labels to ship shoes from Canada to the U.S., unless I was a U.S. resident?

I called PayPal customer service and spoke to a PayPal shipping "specialist" who sounded confident in his answer to my question: What shipping service do I use to ship shoes I sold on eBay using PayPal shipping labels? His answer: Since you live in Canada, you cannot mail the shoes through PayPal.........unless you live in the U.S. !!!!!???????!!!!!!???????

I don't understand why PayPal offers shipping labels after all if that's the correct answer.

I need clarification, please! I was very frustrated after speaking to 3 different reps, 30 min later....without a legit answer. Heavy accent didn't help either:S

Not being able to read their minds I don't know why they would say that.
