No items listed but can't list any items due to exceeding my limits.

So I recently started my eBay business and I was only able to put 9 items and less than $1000 worth of items on my store before it cut me off and wouldn't let me list another item even though I still had room for 1 more listing (10) and it would have been under $1000.  And now I have removed all my listing so I can list better items and now I have 0 listings but it still won't let me list any items because of my seller limit being 10 even though I have 0 listings right now.

If you had ended all your listings on July 31,  your August would have started with a clean slate of zero listings.

But since you ended all your listings August 1 that may be where the problem lies -- sometimes it takes a day or two before eBay computers catch up to changes.

 ...

If you are still hitting the limit August 3 with no active listings, you will need to contact Seller support to see what's going on.

I'm never sure if the 'monthly' restriction goes by 30 days or by month (July/August/September. Thirty days makes the most sense and should be easier to program.
