I believe there is a  restriction on overseas selling for new sellers.

Just as there is a Hold on payments for newbies.

Until you've been selling for 90 days and sold 25 items your payments will be held until tracking shows delivered, or in 30 days if there's no tracking. They can hold the payment for the full 30 days if you're selling in a high risk category. 

For the moment, you probably will only be able to ship to Canada and the USA.

Meanwhile, do you have your Managed Payments account set up so that eBay can transfer your money to your chequing account?
And have you signed up with Canada Post for a Solutions for Small Business account to get discounts on shipping?
