Shipping Label Discounts

I just started printing my own Canada Post labels to take advantage of Ebay's great savings. Where do I find information about the discount program? Sold some magazines to the USA and got 50% off the postage, but sold a book to Canada and only got 20%. I sold the magazines on Ebay.com and the book on Ebay.ca. I would just like a little clarification on the program. Thanks!

It's not really well advertised. Then you just have to make sure your listings have calculated shipping turned on with accurate shipping weights/pkg size. At your discretion you can include or not a handling charge to cover extras.
