are there repercussions for a buyer that does not pay when they purchased your item.
And the bidder who loses an Unpaid Item Dispute cannot leave feedback and DSRs for the seller. (Nor the seller for the bidder, but that is moot since sellers can only leave positive or no FB.)
This is useful protection for sellers against vengeful deadbeats.

If the item was listed on ebay.ca you can file an unpaid item claim case 4 days after purchase. If the buyer doesn't pay within the next 4 days you can close the case and recieve your fees back from ebay. The buyer receives an unpaid item strike. Many sellers have their listings set up so that they block a buyer who has had more than 2 unpaid item strikes in the last year.
If the item was listed on ebay.com, the seller can file the claim after 2 days.
