However as per my best knowledge I did not involve any activity eBay community put any type of risk.

But if you are registered in Canada, you must also register with Managed Payments which requires a chequing account with a Canadian bank so that eBay can transfer your customer payments to you.
Are you actually in SriLanka?
Between the sudden influx of SriLankan sellers (and the suspicion that there is some sort of scam going on, with the new sellers being scammed) and the mob unrest in your country, at best you may be able to get the "permanent" restriction changd to one that will eventually be removed.
