Have all your delivered purchases been from PowerSellers?
Buyers cannot leave any feedback for PowerSellers for seven days after arrival.
If you have a problem with an item, your first move should be to Contact the Seller.
If that doesn't work out, the Resolution Centre is at the bottom of this page.
Feedback has always been voluntary, and today is meaningless in eBay's measure of seller accounts.
Feedback is used by buyers (who may not realize that less than 40% of transactions get any feedback) to judge the customer service of a seller.
And sellers use it to decide whether to accept bids from buyers.
Negative or neutral has the 7 day restriction. Positive is allowed.
